URGENT: Action Needed to Defeat HB 1373 Personhood

The implications of HB 1373 are not just alarming—they are terrifying. 
Under this bill, in vitro fertilization (IVF) could be a criminal act for the woman and the provider. Physicians would be forced to choose between following medical protocols or risking legal consequences. And, despite the bill’s "exception" for spontaneous miscarriage, any situation where a fertilized egg doesn’t implant, or a pregnancy ends, could be treated as a criminal issue. Miscarriages are already emotionally difficult; adding legal investigations only makes the situation worse.

The consequences of HB 1373 go far beyond IVF and miscarriage. If fertilized eggs are considered human beings, any action or natural bodily processes that disrupt implantation could be criminalized. Women who engage in any number of normal, everyday activities that could potentially interfere with implantation—such as exercise, stress, or certain medications—could face legal consequences.

The bill’s enforcement would likely require invasive and unconstitutional monitoring of reproductive health. Regular hormone testing could become mandatory for anyone with a uterus of reproductive age, a severe violation of privacy that would turn every woman into a suspect.
